As Mayor I will create an Affordable Housing Committee to bring together community leaders to find solutions for affordable and inclusionary housing. We must find a sustainable solution to the lack of access to affordable housing.
The general plan states a minimum of 25% inclusionary and affordable housing in new construction developments. Actually that number is closer to 12%. We need to enforce the provisions within the general plan, to make sure that everyone, who needs it, has access to affordable housing.
We want our residents to be able to live and work in Salinas. It is healthier, less time on roads (going to and from work) and more quality time with families.
Homelessness is a National epidemic faced by cities all over the country. As Mayor I will work hard to find a sustainable solution. Homelessness did not happen overnight and won’t be solved overnight but we must do our best to make progress to help our fellow citizens find homes. City sweeps are not the answer as of now the city has wasted almost 4 million in sweeps with nothing to show for it. We must think outside
the box and partner with businesses and non profits. We can build tiny houses and find safe spaces for for the homeless. We will bring services to help people transition to stable housing. It takes a village to solve this problem. Together We Can.
There is a projected $20 million shortfall in the Salinas budget so far in 2020. We must bridge the gap to avoid layoffs or sacrifice our resources. This year has brought significant new challenges which have caused a course correction. We are now in an emergency situation. According to the City Manager’s report $14 million has already been bridged in the budget shortfall.
Let me be clear, I do not support any increase in taxes to our residents. I am in favor of creative financial solutions and I am willing to fight for state and federal funding in the form of grants and other financial support to assist bridging the gap.
I would like to bring together a broad coalition of some of our greatest minds who have differing opinions on how to do this. I am a proven consensus builder and believe that ultimately, together we can put effective solutions in place with the understanding that we all want the best for the city. I would consider using some of our reserves which is 9.6 million to help bridge the shortfall of the budget and immediately stop the wasteful spending at City Hall.
Did you know that there is over a 20 year backlog to fix sidewalks? The sad reality is our city has the funds to fix them and has decided to use that money for other projects. Its time to use the money the voters approved to fix our sidewalks, streets and potholes. We can no longer afford to propritize luxury projects when the residents need safe sidewalks to walk on. Its not right for our kids and seniors to be exposed to dangerous cracks and uneven sidewalks when they go on walks. Our streets shouldn't be a bumpy mess. I promise to prioritize needs before wants.
I will help small businesses by making it easier on them during the process especially at our permit center. We need to remember, the city is a business and needs to have excellent customer service. Not expecting them to jump through hoops with unrealistic expectations and hidden fees. I will not require businesses to pay a $350 fee to conduct business outside or under a tent especially when we are in a COVID-19 Pandemic. We need to be there for our businesses not make it more difficult when they are having a hard time and risk closing their own businesses. We need to be a more business friendly city. I will work with small business owners to help them succeed.
Parks and recreation departments ensure that citizens have spaces to exercise, play, and do other activities to improve their quality of life.
We need to make sure that these crucial services and places are properly staffed and maintained.
I will partner with local school district to provide all residents of Salinas more space, activites and facilities. As a coach for my kids sports teams I see the need for more access to facilities. Our kids need placed to practice and play. I am proud to have recieved the enorsments from so may school board trustees thorughout salinas I look forward to partnering with them!
